Recommendation 1

 

WHEREAS there are currently no signed terms of reference for Labour management consultation at the National level; and

 

 

WHEREAS one of the hurdles is that the employer refuses to pay costs associated with travel for union management consultation; and

 

WHEREAS there are no provisions proposed by the employer that allow a form of protection from reprisal during these meetings; and

 

WHEREAS the union management committee has a multi level mandate that includes that we “strive to ensure CIU has a meaningful forum to meet with management, where free and open exchanges can take place without fear of reprisal, and where better understanding of the key issues and developments within the organization”; and

 

WHEREAS this mandate is at this point one sided and not shared by the employer, and difficult to fulfill;

 

BE IT RESOLVED THAT that CIU national maintains its current stance, that we not sign off on terms of reference until a satisfactory agreement can be reached pertaining to these issues.

 

 

Rationale

 

CBSA EVP Luc Portelance has indicated on the record at last NLMCC that there is no appetite on the part of the employer to pay or even share the costs associated with travel, which is clearly an inflexible approach to this concern. As such, with the boards blessing I will then write a letter to Treasury board requesting ICMS with Rigby/Portelance to alleviate concerns surrounding NLMCC.

 

 

The committee discussed local concerns and agreed to share ideas to help them at the local and regional levels.

 

The Chair thanked Brother Baizana and committee members for their continued work and committed to sharing information throughout the process.
