CR-AS Support Staff Study-Review
The CBSA finally met with the 2nd National Vice President in early March of this year (much later than the November meeting that was promised and after many requests by CIU). Sister Francine Stuart was also in attendance as agreed to at the last Board Meeting. Management stated that the Review is taking much longer than anticipated and cited issues such as Budget and Staff retention issues in HR as reasons for the delay. A commitment was made to keep CIU informed; however, it was made very clear that the Review was still in its primary stages and, given the circumstances, would not be completed in the near future. CIU will hold CBSA to its commitment to inform and possibly involve us. Periodic contact will be made on our part as a reminder.
CR-AS Sub-Committee
The 2nd National Vice President has been in contact with many of our Support Staff Members and in response to their many issues and concerns has committed to form a National Sub-Committee. The purpose of this Sub-Committee is to gather issues and assist in resolving any regional or national issues concerning Support Staff Members. The NVPs have been asked to identify one Board Member from each respective region that will sit on said committee.
Dog Handlers
At the last Board it was agreed that the CIU would hire an independent party to review the Dog Handler Job Description and its Classification level. An attempt was made by Sister Randle and the 2nd National VP to collect from CBSA the names and home contact information of Dog Handlers across Canada so that CIU could begin the work of assisting Dog Handlers. CBSA`s response was that it is CIU`s responsibility to collect this data. Considering our limited resources and the fact that we don`t have ready access to this information we did not find this a reasonable solution. It is therefore requested that all Branch Presidents identify Dog Handlers in their Branches and send their names and home contact information to either Sister Randle or the 2nd National VP.
Grievance Backlog
The committee continues to monitor the backlog and is pleased with the progress made thus far.
The HR Committee recommends adoption of the following recommendation:
That the Board establish an Interim Sub-Committee of the HR Committee; this Sub-Committee would deal with problems related to support staff job descriptions and classification and be constituted as follows:
Name: Interim Support Staff Sub-Committee
Chair: The NVP who chairs the HR Committee
Members: Four Branch Presidents elected by the Board
Ex Officio Member: The EO Representative
Mandate: The Interim Support Staff Sub-Committee shall:
Work to ensure CBSA provides, as soon as possible, CIU members who work in support staff positions with current statements of duties and proper classification those duties; this means:
- Researching (i.e. gathering, reviewing, and analyzing data),
- Consulting (e.g. with the NBOD, management, members, the PSAC),
- Developing and implementing measures, strategies and/or campaigns that have the support of the National Executive and/or NBOD.
Meeting Frequency: As follows:
- One meeting on the day prior to the NBOD meeting
- Up to 3 meetings at other times between Board meetings
