CR and AS Study

 

Sisters and Brothers,

 I would like to update you on an important issue concerning a CBSA HR study on certain CR and AS functions.

 When I took over the HR portfolio, a CR/AS (Administrative Function Review) study was being conducted by the CBSA. Once I discovered that the study was complete, I called the Office of the VP of HR and asked for consultation. A CBSA information conference call, to which I was invited, was held on Thursday, February 5th. During this briefing, it was announced to me that the results of the study have triggered the following.

 HR has focused on CR 3 and 4 and AS 1, 2 and 3 positions where the members report directly to a Supervisor or any level of Management above Supervisor. A total of 51 work descriptions of AS 1, 2 and 3 and CR 3 and 4 positions that reported and did support work directly to and for management were identified and it was decided that these 51 work descriptions would be re-written and condensed into 5 "generic" work descriptions. The CBSA is of the opinion that this action WILL NOT result in any specific re-classification or pay increase. This is unacceptable on many levels. CIU is quite clear in that we do NOT endorse "generic" work descriptions or the presumption that the rewritten work descriptions will not result in a higher classification. 

 Please review the attachments provided by the employer. I have asked for the support of the National Executive, and with the help of our Labour Relations Officers, we will be forming a campaign in response to this action. Members who receive these new work descriptions and believe that they do not accurately reflect their duties should file a grievance within 25 working days. In addition, members receiving the new work descriptions have 35 days to grieve the classification decision. Here is the wording for those grievances:

 I grieve the employer‘s failure to provide me with a complete and current statement of duties and responsibilities. This violates Article 54 (Statement of duties) of my collective agreement.

 Corrective Action requested:

That I be provided with a complete and current statement of the duties of my position, effective from ­(date).

I grieve the classification of my position.

 

Corrective Action Requested:

That my position be reclassified upwards effective ­(date).
